Meet Our New Executive Advisors
Willis Chandler, President and Chief Executive Officer, Knipper Health
Willis is an accomplished healthcare executive with extensive experience in pharmaceutical services and a strong track record of operational excellence and strategic leadership.
Willis is President and Chief Executive Officer of Knipper Health, a company redefining therapy initiation by creating faster, more efficient pathways to care. Prior to Knipper Health, Willis served as Executive in Residence at Frazier, where he supported investments and growth initiatives across the pharmaceutical services ecosystem. Before Frazier, Willis served in several senior leadership positions, including President of Global Pharma Services at Cencora (formerly AmerisourceBergen), overseeing a diverse portfolio that included hub services, consulting, outsourced commercial operations, and distribution. Earlier in his career, Willis co-founded Shields Health Solutions, a leading specialty pharmacy integrator for health systems, and held leadership roles at CVS Health and in health systems and provider practices.
Willis received his BS in History and American Studies from Brandeis University and his MBA from the Wharton School.
Liz Fowler, PhD, JD, Former Director, CMS Innovation Center at Centers for Medicare & Medicaid Services
Liz Fowler is a nationally recognized expert in federal health policy and a visionary leader with a proven record of success in both public and private sector executive roles.
Most recently, Liz was Deputy Administrator and Director of the Innovation Center at the Centers for Medicare & Medicaid Services (CMS). In that role, she was responsible for advancing innovative payment and care delivery models in Medicare and Medicaid to promote value-based care on a national scale. Prior to leading the Innovation Center, she was Executive Vice President of Programs at The Commonwealth Fund and Vice President for Global Health Policy at Johnson & Johnson. In 2011-2012, she served as special assistant to President Obama on health care and economic policy at the National Economic Council to implement the Affordable Care Act (ACA). As Chief Health Counsel at the Senate Finance Committee, she played a major role in the drafting and passage of the ACA in 2010, and she also played a key role drafting the 2003 Medicare Prescription Drug, Improvement and Modernization Act (MMA).
Liz earned a bachelor’s degree from the University of Pennsylvania, a Ph.D. from the Johns Hopkins Bloomberg School of Public Health, and a law degree (J.D.) from the University of Minnesota. She is admitted to the bar in Maryland, the District of Columbia, and the U.S. Supreme Court. Liz is a Fellow of the inaugural class of the Aspen Health Innovators Fellowship and was elected to the National Academy of Medicine in 2022. She is currently on the faculty of the Johns Hopkins Bloomberg School of Public Health.
Terry Shaw, Former President and CEO, AdventHealth
Terry Shaw served as president and chief executive officer for AdventHealth from 2016 to 2025. His career spanned more than 40 years at the national faith-based health care system, which is comprised of more than 55 hospital campuses and a robust network of pre- and post-acute care facilities across the enterprise. During his tenure, Shaw also served as AdventHealth’s executive vice president, chief financial officer and chief operations officer. He also held numerous positions within the organization’s Central Florida Division (formerly Florida Hospital).
Prior to retirement, he served as a member of the Healthcare Leadership Council (a policy think tank), board advisory council member for Premier, Inc.’s board of directors, and co-chair of Health Evolution’s Transforming Health Care Economics Roundtable.
Shaw earned a master’s degree in business administration from the University of Central Florida, and bachelor’s degrees in accounting and computer science from Southern Adventist University. In 2025, he was awarded Honorary Doctorate degrees in Health Care Administration by the AdventHealth University, in Business Administration, D.B.A., by Andrews University, and in Public Health, Honoris Causa, by the University of the Southern Caribbean.
